Bailey Glasser partner Christopher D. Smith will serve as a featured panelist at the 2025 Public Health Law Conference, being held September 16–18 in Seattle, WA. Chris will speak on the panel “Pro-Vaccine Advocacy at the State Level: Legislative and Judicial Trends,” which will explore recent state-level legislative and judicial developments and highlight opportunities for coalition-based advocacy to advance public health, ensure equitable access to immunization, and protect vulnerable populations.

Chris’s participation comes at a pivotal moment, as courts, legislatures, and advocates shape the future of vaccine policy nationwide. At Bailey Glasser, he has worked closely with founding partner Benjamin Bailey in representing the West Virginia Board of Education in litigation involving the state’s school vaccination policy and religious exemption challenges—work that underscores the firm’s deep experience in both public health and constitutional law.

In addition to his litigation work, Chris is a rising leader in Bailey Glasser’s appellate practice, having briefed and argued multiple cases before the West Virginia Supreme Court of Appeals and other appellate courts across the country.
